Eto'o: I Want The Champions League

Cameroon great Samuel Eto'o said he is committed to seeing Sampdoria upset predictions in crisis-hit Italian Serie A and qualify for next season's UEFA Champions League.
Eto'o, who helped Inter Milan to an historic treble of league, Cup and Champions League in 2010, was
unveiled on Thursday after arriving from Everton on a three-and-a-half-year deal with Sinisa Mihajlovic's Serie A high-flyers.
Sampdoria are currently fifth in Italy's top flight but only two points behind Napoli who occupy the third and last Champions League qualifying place. A former three-time African Player of the Year, Eto'o has won three Champions League titles so his arrival at Sampdoria, beaten by Barcelona in the Wembley final of the 1992 European Cup final, has caused quite a stir.

The club were purchased last year by film producer Massimo Ferrero, and Eto'o said he is ready to help Ferrero achieve his dream of taking the club into Europe's premier club competition.

"I was born in a poor country, although Cameroon is one of the most beautiful countries in the world," Eto'o told reporters on Thursday. "I've shown that by working hard and following my dream you can do anything. I became one of the top players in the world. So the president has every right to dream and to achieve his dream."

Despite making his name at Mallorca, Eto'o burst on to the European scene after signing for Barcelona in 2004, going on to score over 100 goals for the Spanish giants in nearly 150 appearances, winning the Champions League twice (2006, 2009) and picking up three African Player of the Year awards.

The former Cameroonian international joined Inter in 2009, claiming another Champions League trophy under Jose Mourinho in 2010 to become the only player to win the treble in successive seasons.

After a lucrative two-year spell at Anzhi Makhachkala in Russia, Eto'o was axed along with several of the club's other high earners. He played for a season at Chelsea before joining Everton on a two-year deal in time for the current campaign, but scored only four goals in 20 games for Roberto Martinez's side.

Despite a somewhat surprising return to Serie A amid what is the country's biggest football crisis of modern times, Eto'o has pledged to try and lift the gloom by doing his talking on the pitch.

"Several years ago I was asked the same question when I arrived at Inter. It was a period when a lot of big players were leaving (Italy)," added Eto'o. "Back then we had Kaka, (Zlatan) Ibrahimovic, (Andriy) Shevchenko.... Now, a lot of them have moved on.

"But football is all about what happens on the pitch, and I proved that by winning everything with Inter. I hope to keep Sampdoria winning, I don't want to hear talk of a crisis."

Ferrero, who also signed Udinese striker Luis Muriel last week, is an outspoken figure in Italy and insists the fans of Sampdoria - who celebrated their one and only league title in 1991 - should believe in their Champions League chances.

"Dreams are what life is all about. We went to sleep one night and the next day we went to sign Eto'o," said Ferrero.

Eto'o, who will play with the No99 jersey - the old number of ex-Sampdoria striker Antonio Cassano - has yet to discover how he will fit into Mihajlovic's side in the presence of Muriel and current striker Stefano Okaka. But he added: "I can play in various positions. I will do everything they ask me. I can attack, defend and sacrifice myself if it means we will win."

Scotland Cites Cameroon As One of The Countries Whose Tourists Owe Unpaid Health Bills

TOURISTS from areas including Africa and Asia owe NHS Grampian £167,175 in unpaid care bills, the Evening Express can reveal today.
The health service is owed the debt by overseas visitors from countries such as Pakistan, Cameroon and
Nigeria.
An NHS Grampian spokeswoman today said the explanation for people being in debt with the health board included a lack of insurance.
She said: “There are a number of reasons behind the overdue debts.

“These include claims against the estate of deceased persons, insurance companies can dispute charges, and patients may not have insurance or the ability to pay.”

Moukandjo Explains The Failure of The Lions

Benjamin Moukandjo, is one of the few players who has been speaking to the media, giving n explanation of the Lions short-lived participation at the Africa Cup of Nations. And he is ready to admit to their share of the blame.

Cameroon striker Benjamin Moukandjo has admitted that the lack of attacking efficiency is what cost them an early exit in the Africa Cup of Nations taking place in Equatorial Guinea.
The Indomitable Lions recorded two one all draws with Mali and Guinea before finally being knocked off by Ivory Coast in the group D stages by 1-0.
Although the four time Africa Cup of Nations winners have not been at their best in recent years, there was hope that they would bounce back in this tournament.
Striker Benjamin Moukandjo said they missed so many scoring opportunities as well.
“Overall, in our three games, we lacked attacking efficiency. We always succeed in taking the spaces and making the difference but we often missed the
last move or the last pass.
“If we didn’t have chances to score, we could have asked ourselves some questions. We created many chances but lacked efficiency,” said Moukandjo.
The Stade de Reims forward said he felt that they were able to keep the fighting spirit till the end which is their strength.
“Our strength is our spirit, and what is encouraging is that we kept this spirit. The group didn’t explode following our results.
“I can repeat it 100 times, everything was going well between those who played and those who didn’t. It’s the people outside the group who were talking,” he said.

It has been rumoured for more than five months, but now a family source has confirmed that Bruce Jenner is indeed undergoing a change to become a woman.
The former runner is said to be "happy" and in a "great space" which is why he has decided it's a good time to make such a huge leap.
Bruce - who divorced from wife Kris last month after 23 years of marriage - will open up about his journey in a docu-series which is due to air when he is ready.
A family source confirmed to US magazine, People, that he had made his mind up, saying: "Bruce is transitioning into a woman. He is finally happy and his family is accepting of what he's doing.
"He's in such a great space. That's why he it's the perfect time to do something like this."
The source added that the TV series will run Bruce is comfortable with sharing his change.
"It will air when he is ready to be open about his transition. But he's acting more an more confident and seems very happy.


'Decision to become a woman made more than a year ago'

Bruce's decision was made more than a year ago, according to TMZ.

The website reports that the reality star initially denied reports because he wanted to make gradual changes.

A leader in the transgender community told TMZ that they've known for "way more than a year".

They also claim part of the plan to reveal the decision was for various family members to start speaking out about it and that's why Kim finally talked about his 'journey' last week.

Little Boy Whose Scalp Was Devoured By Dogs Is Healing Nicely

 Oh! Praise be to God for the life of this little 4year old Nigerian boy. 
  
When I read the story of Omonigho Abraham, last year, I cried. Believe me, I wept, my heart was broken for this kid. He was attacked by two German shepherds last year. The vicious dogs owned by a neighbour devoured his scalp for an hour, and he was left with his skull exposed. He was only rescued when his mother was called to the scene and met 2 dogs eating away at her son's head, with bystanders and even police men standing there unable (is that even the right word?mtcheeeeeew) to help. Today, he is getting restored, thanks to successful surgery in India. But it was not an easy road to recovery. The little boy was initially admitted into the Lagos University Teaching Hospital after the incident, but carelessness from medical personnel there, caused his wounds to become infected, as affirmed by a medical report from the Indian hospital
“At the time of admission, there was: large raw area over scalp with infection; the raw area was extending from frontal scalp, bilateral parietal scalp to occipital region; the raw area was looking pale and slimy; Infection+.
Dr. Durga Prassad, consultant paediatrician, was consulted for evaluation of medical problems. He (Omonigho) was diagnosed as a case of infected raw area over scalp.” 
The doctors told the family they needed to do skin grafting to temporarily cover up the wound before the major operation would be done after his return to India in June. Thank God for restoration!!!!

Fraudster Detained For 8 Years In Canada As 'Man With No Name' NowClaims He Is Cameroonian Called Michael Mvogo

The Man With No Name now claims he is Michael Mvogo of Cameroon, but he was previously similarly adamant several other names were his true identity.
Until Canada knows who he is and where he was born, the Canadian Border Services Agency (CBSA) cannot deport him. Until he can be deported, the government is unwilling to release him.
As revealed by the National Post, his incarceration has lasted eight years.
Normally, eight years in immigration detention is a “very compelling reasons in favour of release,” wrote IRB adjudicator Harry Adamidis in his recent ruling. In the bizarre case of the Man With No Name, however, little has been normal.
“He has engaged in identity fraud for 28 years,” wrote the adjudicator. “Given the scale of his past deceptions, Mr. Mvogo’s stated identity cannot be accepted at face value.”
He rejected the man’s requests for sweeping change to the immigration detention system in general and his release in particular.
The IRB “does not have the authority to issue an order that establishes a presumptive period of immigration detention for deportees,” he wrote.

He also rejected the argument Mr. Mvogo’s detention is indefinite or the fault of CBSA.

“Mr. Mvogo is the greatest contributor to his lengthy time in detention,” wrote Mr. Adamidis.

“Mr. Mvogo cannot credibly argue that his indefinite detention violates his charter rights, while perpetrating the circumstances which cause his immigration detention to be lengthy.”

In 1986, the man was arrested in Spain for possession of narcotics and identified himself as Philippe Jacques Hauris. Later, he duped the United States into issuing him a passport in the name of Andrea Jerome Walker.

He used that passport to come to Canada in 2005. When he was convicted in 2006 in Toronto for carrying $10-worth of crack, the CBSA tried to deport him but his bogus passport was uncovered.

Since then he has been in limbo.

A global fingerprint search by Interpol, the international police organization, came back with eight different identities. He repeatedly lied about his identity, offering a name and nationality until the lie was proved, then offering a different name.

For years he seemed content to remain in detention. In recent years, his cooperation appears to have increased and the government’s efforts to solve the riddle likewise escalated.

The CBSA even conducted a clandestine operation to return him to Africa, using dodgy travel documents bought from a mysterious Serbian fixer. The mission ended in debacle, with Canadian agents and their prisoner stopped at Guinea’s airport.

A United Nations committee has told Canada Mr. Mvogo’s incarceration violates the Universal Declaration of Human Rights, which Canada is a signatory to, and should be released.

The report was not deemed relevant.

“The opinion rendered by the U.N. Working Group on Arbitrary Detention has no legal force in Canada,” Mr. Adamidis wrote, adding it was based on flawed facts.

The CBSA said the integrity of Canada’s immigration system is at stake,

“The CBSA acknowledges that Mr. Mvogo has been detained for removal for a substantial period. However, the length of his detention is owing to his lack of cooperation in establishing his identity and he remains in Canada, despite CBSA’s sustained efforts to effect his removal,” said Anna Pape, a spokeswoman for the agency.

“As detention is costly, alternatives which would mitigate the risk of release are always considered first, as are the length of time to removal, and the cooperation of the person.

“Those who do not cooperate in identifying themselves are responsible for their own detention.”

The IRB decision was made in December, but only released this week through an Access to Information request.

AU Confirms Mugabe As President

The African Union’s rotating post of chairman has gone to Robert Mugabe. 
Zimbabwe’s veteran president enjoys respect across the continent but faces travel bans from both the US and EU for harassing opponents.AU leaders plan to deploy a 7,500-strong multinational force to fight the radical Islamist militia blamed for mass killings in Nigeria’s northeast in recent years.
Mugabe assumed the largely ceremonial role on Friday at an African Union (AU) summit in Addis Ababa as it leaders and UN chief Ban Ki-moon called for global action against Boko Haram in Nigeria.
For its force, the AU is expected to ask for UN Security Council approval, plus a “Trust Fund” to pay for it, AU commission head Nkosazana Dlamini-Zuma told the summit.
As new chairman, Mugabe, 90, replaces Mauritania’s President Mohamed Ould Abdel Aziz.

“I humbly accept your collective decision, ” Mugabe told the summit leaders who elected him as he accepted the post.
Controversial figure

Western nations accuse Mugabe, a former guerrilla leader who fought against white-minority rule in former British-ruled Rhodesia, of crushing political dissent and ruining Zimbabwe’s rural-based economy.

For many in Africa, however, he became an anti-colonial hero. Since independence in 1980, his ZANU-PF party has won every election.

Last year, Mugabe boycotted an EU-Africa summit in Brussels after he was given a rare invitation, but his wife was denied a visa.

Harare-based political analyst Earnest Mudzengi said Mugabe as new AU chairman was unlikely to bring about answers to problems across Africa.

“Problems affecting the continent are complex and Mugabe will only be exposed to them and no changes are expected,” Mudzengi said.
One African diplomat told the news agency AFP: “It’s not a very encouraging sign. The Mugabe style belongs to a past generation, the one that takes power hostage, and this is no longer the AU creed.”

Summit leaders gathered in Ethiopia’s capital will also discuss the economic recovery of countries affected by the Ebola virus, the setting up of a “solidarity fund” and planning a proposed African Centre for Disease Control.

The summit will also focus on more than a dozen elections which are due to take place this year across Africa.

Addressing the conference, the UN’s Ban told African leaders that they “cannot afford” to ignore the wishes of their citizens.

“People around the world have expressed their concern about leaders who refuse to leave office when their terms end. I share those concerns.”

Thieves Wreck Havoc In Buea

The central location of administrative offices in Buea is under a systematic attack by hoodlums since 18 January, as they have successively burgled SOWEDA and State Counsel’s offices.
In the night of January 28, 2015, thieves made their way into the head office of the South West Development Authority (SOWEDA), ransacking some five key offices. They opened all drawers and made away with five laptop computers, one of which belongs to SOWEDA. In addition, the burglars carried away an empty safe.
According to security guards, the thieves arrived the scene at about 2 am in
a car, then parked in front of the gate, giving the impression that they were SOWEDA drivers. They hooted and when the guards inquired to know who they were, they replied that they were SOWEDA workers who had come to park the car which they took out for work. In all confidence, one of the guards opened the gate and the Carina E car was driven in with five occupants. One occupanst came out and held the guard at gunpoint before proceeding to break into the various offices.

Earlier in the night of 18 breaking 19 January this year, thieves forced their way into the Buea State Counsel’s office through the roof and ransacked the offices, including that of the State Counsel, Mrs. Chibili née Lebong. She told Cameroon Tribune yesterday, January 29, 2015, in her office that the guard on duty was evidently absent that fateful night. One curious thing about these burglaries is they took place in the central part of the town that has key security installations.

According to Kange Elinge, SOWEDA Director of General Affairs, the offices of the General Manager, Finance Controller, Accountant, Finance and Budget and General Affairs, were burgled. He revealed that the main safe in the office of the Finance Controller was carried away, fortunately, it was empty as the Controller does not keep funds. It should be recalled that the Supreme State Audit has taken office in SOWEDA Buea since November 2014 for their work in the South West Region.

Cameroon Nationality Laws And Policy

The information below provides general guidance about how a person may acquire or lose Cameroon nationality.

Nationality is the state of belonging to a particular country. According to Black’s Law Dictionary (2004) 8th Edition at page 1053 nationality is defined as:

“The relationship between a citizen of a nation … customarily involving allegiance by the citizen and protection by the state…this term is used synonymously with citizenship”

A citizen on the other hand is someone who by either birth or naturalization is a member of a political community, owing allegiance to the community and being entitled to enjoy all its civil rights and protection; a member of a civil state entitled to all the privileges.

Before independence, nationality in Cameroon was governed by separate colonial instruments in the two Cameroons. Ordinance No. 59/066 of 28th November 1959 instituting the Cameroonian National Code of the French origin applied in East Cameroonian the British Nationality Act of 1949 of English origin applied in the West Cameroon.

Today the rules relating to Cameroon nationality law are found in two laws:
Law No. 68-LF-3 of 11/6/68, “To set up the Cameroon Nationality Code”
Decree No. 68-DF-478 of the 16/12/68, “To Establish Rules of ProcedureUnder the Nationality Code” which contains supplementary procedure

Cameroonian nationality is conveyed primarily by descent (jus sanguis), while nationality conveyed by birth (jus soli) is restricted to cases where the nationality of one or both parents is unknown.

There are three primary methods of attaining Cameroon nationality -birth, marriage, and naturalization.

There are three main ways by which Cameroon nationality can be lost or forfeited by:
a) acquisition or retention of a foreign nationality
b) voluntary renunciation of Cameroonian nationality, and
c) Government decree.

1.2 The Code and the Decree

The 1968 Cameroon Nationality Code is divided into seven chapters and 48 Articles. Chapter one deals with general issues, Chapter 2 focuses on the Nationality of origin that is nationality acquired by descent and by birth, Chapter 3 deals with how the nationality of Cameroon can be acquired, Chapter four focuses on the nationality can be lost or forfeited while Chapter five contains acts that can be done to cause a person to forfeit the Cameroonian nationality. Chapter 6 focuses on the disputes on nationality and Chapter 7 contains transitionary provisions.

Decree No. 1968 DF-478 of the 16/12/68, to establish rules of procedure under the Nationality Code is made up of three Chapters. Chapter one contains supplementary notes on the procedure for the acquisition of Cameroon Nationality by marriage, Chapter two deals with the conditions for the examination of applications for naturalization and restoration and lastly Chapter three focuses on the proof of Nationality before the Courts.

The Code provides in Section 30 (1) that:

“The acquisition of Cameroonian Nationality implies enjoyment from the same date thereof of all the rights attached to nationality.”

However, the Code does not make mention of the explicit rights and obligations of having the Cameroonian nationality. According to the Code Cameroonian citizenship is treated as nationality. It is therefore assumed that where the rights and obligations that go with being a citizen of the Republic of Cameroon found in the Constitutions such as the right to vote, life and a health environment to name a few are those rights and obligations that go with the Cameroonian Nationality.

The Code focuses on how the Cameroonian nationality is acquired, renounced, forfeited or lost.

According to the Code, the age of majority in Cameroon for the purpose of acquiring the Cameroonian nationality is 21 years. Worth noting is the fact that the Nationality Code and its decree are subject to international treaties and laws even if the provisions of such treaties and laws are contrary to the Nationality Code.[1] For example Article 9 of the Convention on the Elimination of all forms of Discrimination against women (CEDAW)[2] provides that:

“States Parties shall grant women equal rights with men to acquire, change or retain their nationality. They shall ensure in particular that neither marriage to an alien nor change of nationality by the husband during marriage shall automatically change the nationality of the wife, render her stateless or force upon her the nationality of the husband”[3]

It states also that:

“States Parties shall grant women equal rights with men with respect to the nationality of their children”[4]
Cameroonian Nationality – The Code

Under the Code, Cameroonian nationality may be established as of origin or acquired. These can be by either of these ways:

Descent, Birth, marriage, Common, Declaration, naturalization.

1.1 Nationality of Origin

The code distinguishes between the acquisition of the nationality of Cameroon by a legitimate child and an illegitimate child. The Cameroonian Nationality can attach as a Nationality of origin in the following situations:

1.1.1 Descent:

1.1.1.1 Legitimate Children

Where the child is a legitimate child, the child must have been born of parents who have the Cameroonian nationality. However, under the Code if just one of the parents of a legitimate child is a Cameroonian such a child born in Cameroon can obtain the Cameroonian nationality. A legitimate child may also acquire the Cameroonian Nationality can also be obtained by descent where one of the parents of the child is a Cameroonian and the other has no nationality.

1.1.1.2 Illegitimate Children

An illegitimate child may acquire Cameroonian nationality where both parents are Cameroonians. Where an illegitimate child has two parents and one is a Cameroonian and his affiliation has first been established to this Cameroonian parent,, he may adopt the Cameroonian nationality subject to the right to renounce the nationality 6months before his majority if he was born out of Cameroon and if according to the national law of the foreign parent he is able to renounce Cameroonian nationality and avail himself of the foreign nationality.

An illegitimate child may also acquire Cameroonian nationality where one of his parents is a Cameroonian, and the other is of no nationality if his affiliation to the Cameroonian parent is later established.

1.1.2 Birth –by birth of either the parents of the child or/and the child

Section 9 of the Nationality Code provides that

‘Cameroon nationality attaches to every child born in Cameroon of unknown parents’

It also states that a new-born child found in Cameroon will be presumed prima facie to have been born in Cameroon.



1.1.2.1 Legitimate Children

According to the Code, the Cameroonian nationality attaches to a legitimate child who is born of foreign parents, if both the child and his mother or father were born in Cameroon.

1.1.2.2 Illegitimate Children

In the case of an illegitimate child, who is born of parents who are foreigners, the child becomes a Cameroonian national if the child and the parent to whom his affiliation is first established were born in Cameroon.

In these cases the child will become a Cameroonian national subject to the right to renounce it within 6months before majority.

The Cameroonian nationality also extends automatically to any one born in Cameroon who is unable to claim any other nationality of origin.

1.1.3 Common

Section 14 of the Nationality Code provides that for the Cameroonian Nationality to be attached, affiliation must be established either by the Cameroonian law or by custom. Furthermore the Code provides that a child having Cameroonian nationality as a result of descent or birth shall be deemed to be a Cameroonian from birth even if the conditions required by law for the attachment of that nationality are not satisfied.

This can only happen provided:
The attachment of Cameroonian nationality from birth does not affect the validity of acts- in- the-law of the person in question
the attachment of Cameroonian nationality from birth does not affect the rights acquired by third parties on the basis of the child’s apparent nationality (Cameroonian)



1.2 Nationality by Acquisition

Additionally the Cameroonian nationality can be acquired through the following ways:

1.2.1 Marriage:

Marriage is one of the ways through which a person who is not born a Cameroonian can acquire the Cameroonian nationality. Under the Code, a foreign woman marrying a Cameroonian may acquire Cameroonian nationality at the moment of celebration of the marriage by express request. A foreign woman may also decline to acquire the Cameroonian nationality at the time of the celebration of the marriage.

Acquisition through marriage must be done through a declaration signed before the Judge of the magistrate court or diplomatic representative of Cameroon abroad or the President of the Civil Court at the Chief town (or president of the district court) of the subdivision in which the declarant resides. According to Decree No. 68 DF-478 of the 16th December 1968 to establish the rules of procedure under the Nationality code, such declaration must be done in three copies and signed before or at the time the marriage is being celebrated between the Cameroonian and the foreign woman or one presumed to be foreign (could be the man).[5]

The Decree provides that the original of the declaration shall be transmitted to the civil status registrar who is responsible for celebrating the marriage, while the second copy shall be handed to the declarant and the third copy shall be placed in a special register.[6] Before the celebration of the marriage the civil status registrar shall inform the foreigner who is marrying the Cameroonian of the conditions of acquiring the Cameroonian nationality and shall explain the conditions found in the Code relating to the acquisition of Cameroonian nationality through marriage.[7]

Furthermore, according to the Decree, the civil status registrar shall forward a copy of the marriage registration together with the declaration made by the foreigner for registration at the Ministry of Justice for registration.[8] This shall be done within a month from the day of the celebration of the marriage. The declarant must satisfy the conditions found in the Code and its decree for the registration of the marriage to take place. Where these conditions are not fulfilled the Ministry of Justice has the right to refuse the registration of the marriage. Where the Ministry refuses to register the marriage, their decision and the reason for their decision shall be notified to the declarant who has the right to make a new declaration following the procedure provided for by the decree. According to the Decree, the declarant shall request an attestation having the force of a registration of the declaration; 6months after the celebration of the marriage where there is neither a decision to refuse registration nor a decree establish the opposition of the government. This attestation shall be transmitted by the Ministry of Justice.

Additionally, under the Decree, the legal department or any person may challenge the validity of the registered declaration at any time.

The Code also provides that the acquisition of Cameroonian nationality by marriage may be prevented by government decree six months after the celebration of the marriage while this law is in force or 6months from the date of promulgation of this law for marriages that have already been celebrated.

1.2.2 Declaration

Another way in which the Cameroonian nationality can be acquired is by declaration. The Code allows persons who are not Cameroonian nationals to acquire the Cameroonian nationality by declaration however this is subject to the right by the government to prevent such acquisition by decree.

Persons who are foreigners or of other nationalities may declare their desire to acquire the Cameroonian nationality provided that the person was born in Cameroon and has been resident in Cameroon for at least 5years before the declaration. This declaration must be done 6months before attaining majority. This means that a foreigner who is born in Cameroon but has another nationality may acquire the Cameroonian nationality by declaring 6months before majority that he wishes to acquire the Cameroonian nationality provided that on the date of his declaration he has been resident in Cameroon for at least 5years. The law is silent as to if the 5years period must be a continuous, uninterrupted 5 years. The declaration shall be signed before the Judge or President of the Civil Court at the Chief town of the subdivision in which the declarant resides.

Again where a foreign child is adopted by a Cameroonian, the child may also declare within 6months before attaining majority that he claims Cameroonian nationality provided that he has been domicile in Cameroon.[9]

Additionally, where a parent has been restored the Cameroonian nationality followed the rules of restoration of the nationality under Section 28, the children of this person be they minor or majors who are already married may claim Cameroonian nationality by declaration (as provided by the Decree and Code) not withstanding where they were born and wherever they are resident.

It is worth noting that any declaration be it declaring the wish to acquire, decline or renounce or abandoning the right to renounce the Cameroonian nationality where ever this is provided by the law shall be signed before the Judge or the President of the Civil Court at the chief town of the subdivision in which the declarant resides. A declarant outside Cameroon shall sign the declaration or formal request before a diplomatic or consular representative of Cameroon. The Code makes the registration of the declaration mandatory without which such declarations shall be null and void.

1.2. 3 Naturalization

Cameroonian nationality can also be acquired by naturalization. The Code provides the conditions under which a person can acquire the nationality by naturalization while its Decree focuses on the procedure for the acquiring the nationality by naturalization. Section 24 of the Code provides that:

“Cameroonian Nationality may be conferred by decree on a foreigner requesting it”

This implies that a foreigner may only acquire Cameroonian nationality by expressly requesting the nationality. The application for the naturalization shall be addressed to the Minister of Justice, keeper of the seals.[10] The person applying must state expressly the reason why he wishes to acquire the Cameroonian nationality. The applicant must attach to the application the following documents:
a) A curriculum Vitae
b) A copy of his birth registration
c) A copy of a marriage certificate or civil booklet where it applies
d) A copy of birth certificates of his children who are minors and unmarried.
e) Any other document which ascertains the full knowledge of the facts which may support his application.

On receipt of the application, the Minister of Justice shall cause a police inquiry to be conducted into the morals, conduct and loyalty of the applicant. He shall ascertain the degree of his assimilation to the Cameroonian community and the interest of this naturalization from a national point of view.

The Code provides strictly that the Cameroonian nationality can not be conferred on a person:
a) Who has not attained the full age of 21years
b) Who cannot show habitual residence in Cameroon for 5 consecutive years up to presentation of the application
c) Whose main interests are not based in Cameroon at the time of the signature of the naturalization decree
d) Who is not of good character and morals, or who has been convicted of an offence against ordinary law and has not been expunged by rehabilitation or amnesty
e) Who is not of sound body and mind

The Minister has to transmit the bulletin of the police records to the applicant who shall be subjected to medical examination.[11] The medical examination shall ascertain his physical and mental capacity. The medical examination shall be carried out by a board whose composition and function shall be determined by joint order of the Minister of Justice and the Ministry in Charge of Public Health.

In making the decision to grant the nationality to a foreigner the Minister of Justice shall request the opinion of the Minister in Charge of Territorial Administration with regard to the application for naturalization.

The Minister has the discretion to accept or deny granting the application for naturalization. The applicant shall be notified of whatever decision that is taken by the Minister. The Decree provides that the applicant shall pay the sum of 30.000 FRS to the treasury before the signature of the decree of naturalization in case his application is granted.

It is worth nothing that the Cameroonian Code seemly/impliedly provides for a probationary period (it will seem) for the grant of Cameroonian nationality to a foreigner. It provides in Section 26 that ‘notwithstanding the foregoing section, no probationary period shall be required of a foreigner born in Cameroon or married to a Cameroon wife or a foreigner who has rendered exceptional services to Cameroon or whose naturalization would be highly advantageous to Cameroon.

Naturalization in Cameroon is finalized by the passing of a decree of naturalization of the applicant which shall be published in the Official Gazette. The decree becomes effective from the date of their signing however such decrees shall not prejudice the validity of any acts of law carried out by the naturalized person or the rights acquired by third parties before the publication of the decree. This means that such decrees cannot act retrospectively.

The decree of naturalization may be revoked within a year from the date of discovery of a mistake or fraud on the part of the applicant or where the person did not satisfy the conditions required by law for naturalization
Losing and Forfeiting the Cameroonian Nationality

Cameroonian nationality can be lost or forfeited. It may also be renounced by a person who is already a Cameroonian.

2.1 Loss

The Code lists 3 ways through which the Cameroonian nationality can be lost. These include:
a) Willfully acquiring or keeping a foreign nationality
b) Renunciation under the Code
c) Retaining a post in a public service of an international or foreign bodynotwithstanding an injunction by the Cameroonian government to resign.[12]

According to the Code, loss of Cameroonian nationality frees the person who losses it of all allegiance to Cameroon.[13]



2.2 Forfeiture

The Code does not define forfeiture of Cameroonian nationality. It however states that:

‘A foreigner who has acquired Cameroonian nationality may forfeit it by decree’

This implies that forfeiture of the Cameroonian nationality of Cameroonian nationality under the Code is contemplated in the case of foreigners who have acquired Cameroonian nationality and later on carry out certain acts causing the government to rid them of the Nationality. The Code provides for two situations where the Cameroonian nationality may be forfeited namely:
a) Where a foreigner is convicted of an act defined as a criminal Act or an offence against the internal or external security of the state.
b) Where the foreigner commits an act which is harmful to the interest of the state.

For a foreigner to forfeit the Cameroonian Nationality, the act carried out must have taken place within 10years from the time he acquired the nationality. The forfeiture can only be pronounced within 10years from the commission of the act. (time barred after ten year the act is not pronounced).
Restoration

The Code and its supplementary decree do not define restoration of Cameroonian nationality. Section 28 of the Code provides that:

“Restoration of the Cameroon nationality shall be conferred by decree without condition of age or probation but subject to necessity of proof that the applicant was formerly a Cameroonian and showing residence in Cameroon at the moment of restoration

Section 29 also provides that

‘No person who has forfeited Cameroonian nationality may be restored to it without having later rendered exceptional service to Cameroon’

It can therefore be presumed that restoration of the Cameroonian nationality occurs when the nationality has either been lost or forfeited.

According to the Decree, the application for restoration shall be addressed to the Minister of Justice, Keeper of the Seals.[14] The Decree provides the list of documents that must accompany the application. These include:
a) A copy of the enactment whereby the applicant was granted foreign nationality
b) Any paper or document establishing that the was in possession of the status of Cameroonian nationality
c) A certificate of residence issued by the Mayor or sub-prefect of his place of residence[15] (implying that the person must be resident in Cameroon)
d) A curriculum vitae of the applicant
e) A copy of his marriage registration or civil status booklet where applicable
f) Copies of birth registration of the applicant’s minor unmarried children
g) A medical certificate not more than three months old.

Restoration of Cameroonian Nationality in Cameroon is finalized by the passing of a decree of restoration of the applicant which shall be published in the Official Gazette. The decree becomes effective from the date of their signing however such decrees shall not prejudice the validity of any acts of law carried out by the restored person or the rights acquired by third parties before the publication of the decree. This means that such decrees cannot act retrospectively.

The decree of restoration may be revoked within a year from the date of discovery of a mistake or fraud on the part of the applicant or where the person did not satisfy the conditions required by law for restoration.
Disputes

The Code does not specify which court has the jurisdiction to entertain disputes relating to Cameroonian nationality. It is silent as to whether it is the High Court or the Court of First instance. It only states that: ‘the ordinary civil courts shall have exclusive jurisdiction of disputes on a question of nationality.’ However, Section 18 (1)b of Law No. 2006/015 of 29th December 2006 on Judicial Organization gives the High Court the jurisdiction in issues relating to affiliation and status of persons. It can therefore be assumed that any such disputes in relation to a person’s nationality should be brought before the High Court of the residence of that person.

According to the Code, any action relating to such disputes shall be brought before the court of the domicile or residence of the person whose nationality is in dispute according to the rules of procedure in force.

Under the Code, a Cameroonian can raise the issue of nationality as a defense before foreign courts during any proceeding before such court. Where this happens the proceedings in such a court shall be stayed until the issue of nationality is determined. The determination of nationality shall be before ordinary courts. It is not clear if these ordinary civil courts are the courts in Cameroon or the court of the country where the proceedings are taking place. However, the Code provides that the Legal department shall be made a party and the representation of the state shall lie within its exclusive jurisdiction. The final judgment on the question of nationality before the civil courts is notwithstanding the ordinary law res judicata against the world.

The burden of proof of matters of nationality rest with the party who by an action or an incidental plea of defense claims that he possesses or does not possess Cameroonian Nationality. However, the burden of proof shall be transferred to a person disputing the nationality of a Cameroonian who possesses a certificate of Cameroonian nationality issued by the judges of civil courts sitting at the chief towns of subdivisions the burden of proof shall be transferred to such a person disputing such nationality.

The Code provides that a certificate of nationality shall be given to a person to prove that he has the Cameroonian nationality. This certificate shall be delivered by the Judges of civil courts sitting at the chief town of subdivisions exclusively. The Code is silent as to when a certificate of nationality shall be delivered as such it does not say whether such a certificate can only be given on request by the person. However the custom has been that such certificates are given by the Magistrate Courts on demand by a person who wishes to acquire a certificate of nationality.

Furthermore the Code provides that the certificate of nationality shall make reference to Chapters I and III of the Code.[16] The judge may refuse to deliver a certificate of nationality. Where he refuses the refusal shall be established by an attestation. The person who has been refused a certificate of nationality has the right to apply to the Minister of Justice who will decide whether the person should be issued a certificate of nationality.
Proof Cameroonian nationality before the Courts

The proof of Cameroonian nationality shall be prima facie by a certificate of nationality.

According to the supplementary Decree, proof of a declaration to acquire nationality shall be established by the production of a registered copy of such declaration. Where this is absent it shall be established by an attestation delivered by the Minister of Justice either certifying that the declaration has been duly signed and registered or issued in lieu of registration.

Where the Code provides that the right to sign a declaration renouncing or declining Cameroonian nationality such as in the case of marriage, proof that such a declaration has not been signed may only be established by an attestation delivered by the Minister of Justice.

The Decree provides that proof of a decree of naturalization or restorationshall be established by the production of a copy of the official Gazette in which such a decree was published. In lieu of this, proof may only be established by an attestation from the Keeper of the Seals certifying the existence of such a decree.

Under the Decree, proof of a declaration renouncing Cameroonian nationality shall be established by the production of a registered copy of such declaration or failing this of an attestation from the Ministry of Justice certifying that the declaration of renunciation has been duly signed and registered.

In cases where Cameroonian Nationality is lost in circumstances not provided by the Code either by loss, or forfeiture or by renunciation during marriage, proof shall be established by ascertaining the veracity of the facts and acts which resulted in the loss of nationality.

The Decree provides that the proof of foreign nationality shall be established by any means except in the cases of the loss or forfeiture of Cameroonian nationality. This provision is subject to the fact that the foreign nationality of the person possessing the status of a Cameroonian shall only be established by a demonstration that the person concerned satisfies one of the conditions imposed by law for possession of the status of a Cameroonian.
Dual Nationality

A person is considered a dual national when he or she owes allegiance to more than one country at the same time.[17] A claim to allegiance may be based on of birth, marriage, parentage, or naturalization. A dual national may, while in the jurisdiction of either country that considers that person it’s national, be subject to all of its laws, including being conscripted for military service. There is no internationally agreed upon principle governing dual citizenship. Each country is free to determine how it will treat an individual who is a national of both that country and of another.

The Cameroon nationality Code provides clearly that:

“Cameroonian nationality is lost by any Cameroonian adult national who willfully acquires or keeps a foreign nationality”[18] It goes on the state that “…loss of Cameroon nationality frees from allegiance to Cameroon:”[19] It is therefore very clear that the Nationality Code does not provide for dual nationality and a Cameroonian can not be said to have two nationalities. According to the Code you are either a Cameroonian or you are not. Since the Code has not been amended this position is still good law presently.

The Cameroon government has been very liberal towards Cameroonian soccer players or other persons who have acquired other nationalities and still retain the Cameroonian nationality; the position of the law is very clear on this issue. There is a global movement towards greater acceptance of dual nationality in countries around the world and even in Cameroon.
Conclusion

The Cameroon nationality code and its enabling Decree is a very restrictive piece of legislation dealing with nationality. It omits several important several issues which touch on the Cameroonian nationality. It fails to give a clear definition to several important issues in the Code and falls short of a contemporary law on nationality.

What is striking about the Code is the manner in which the code makes a distinct difference between the acquisition of the Cameroonian nationality by an illegitimate child as oppose to legitimate children. This demonstrates the attention that Cameroon places on the status of illegitimate and legitimate children which characterizes many other laws in Cameroon.

Finally, the current Cameroon citizenship laws prohibition on holding dual nationality creates a diverse set of detrimental impact on its people, both in Cameroon and amongst the sizable emigrant population. The negative effects are rift, ranging from dilemmas at personal levels to microeconomic levels.

Ibrahima Traore (Guinea) – Equatorial Guinea’s AFCON will be remembered as the one where Guinea’s biggest talent showed his true worth.The diminutive number 8 was one of the best players in qualifying but took his game to a whole new level during the first round as he pushed his team in a difficult group D.Masterful dribbling, inventive,charisma and a hammer of a left foot [just ask Ghana in qualifying and Cameroon in the group stages] put him head and shoulders ahead of his peers inspite of his lack of a physical presence. If he continues like this,Stuttgart will not be a big enough playground for him.

Felipe Ovono (Gabon) – Not as famous as his namesake across the border in Gabon but that has not prevented the young goalkeeper from putting in some game saving performances for the hosts.His point blank save from an Aubameyang header was the save of the round and was a one man wall against Burkina Faso.He could share this space with Cameroon’s young phenom Fabrice Ondoa but to move from Deportivo Mongomo to such a high level of performance puts Ovono tops.

Ahmed Akaichi (Tunisia) – The Esperance man has brought the goals for a Tunisian team that has looked solid but blunt in front of goal.Akaichi has benefitted from the guile and industry of the team’s star Yassine Chikhaoui to emerge as the team’s main threat. Scored a poacher’s goal in the final group game against DR Congo that encapsulated all his game is about.

Daniel Amartey (Ghana) – Not many had heard of the FC Copenhagen defender even though he came close to signing for Liverpool in 2013 but has become the break out star of Ghana’s progress into the quarter finals.A calm,confident presence at the rear,Amartey marries a superb reading of situations with a mean eye for a pass.His partnership with Jonathan Mensah has more balance,making Ghana a hard proposition to break down.Watch Ghana’s defensive performance against Algeria and you will understand what he is all about .

Emilio Nsue (Equitorial Guinea) – A former member of Spain’s dominate under 21 team,the Ebebiyin native is a recent member of the Nzalang National but has already been named captain. Primarily a full back in club football,he has served as his team’s main creative hub in their run to the quarter finals and scored the first goal of the AFCON in his home country.

Gervinho (Ivory Coast) – Was playing out of his skin against Mali until a moment of madness landed him on this list.Gervais Yao Kouassi hit out at a player and was sent off,robbing the Elephants of Cote d’ Ivoire of their major offensive weapon for two games.It was very obvious his ability to create spaces with his running was sorely missed as the Elephants struggled to break down Guinea and Mali.

Sadio Mane (Senegal) -Was tipped as Senegal’s main threat until he was reported side lined with an injury.Senegal coach Alain Giresse still picked him as Mane recovered to play against South Africa and Algeria to zero effect.Looked shorn of his pace and guile and looked like a player who was protecting himself from aggravating his injury.Cost Senegal with his presence more than they will care to admit.

Yaya Toure (Ivory Coast) – Four time African Footballer of the year he may be but he was not the best player on his own team in the first round.Too many games passed him by as he struggled to impose himself .Staring the end of a disappointing international career,Toure looked disinterested at best and was even subbed a full hour into a game.Normally unheard of for the player heralded as the best on the continent.

Jordan Ayew (Ghana) – The younger Ayew was a frustrating figure for the Black Stars.After a solid opening game where he led the line in the absence of Asamoah Gyan and showed signs of maturity,he slipped into his norma routine against Algeria and South Africa.Poor decision making,running into cul de sacs and selfish play marred his performances.General feeling it is not just the fans who are running out of patience with a lad with such talent.

Pierre Emerick Aubameyang (Gabon) – The captain of Gabon is another who got caught up in his own stardom as the Panthers failed to progress from a reasonable group .Glimpses of his talent was all too fleeting and in the end ineffectual for a team that needed him at full throttle.Looked disappointed with himself after the 2-0 loss to neighbours Equatorial Guinea and rightly so.

Sepp Blatter To Face Serious Contenders At Last

If anyone had doubts that football believes the time is right for change at FIFA, the roll call of people ready to unseat incumbent president Sepp Blatter should dispel them.
With the deadline to submit candidatures for the FIFA presidential election closing at 2300 GMT on Thursday, four men are optimistic of getting their names on the ballot paper for the vote in Zurich on May 29.
Blatter, the 78-year-old Swiss who has been president since 1998, will be bidding for a fifth term and, despite allegations of corruption which have dogged FIFA for years, he remains the overwhelming favourite to be re-elected.
But he is facing something he has not faced before because rather than having no opposition or just one opponent, he has challenges from across the world of football.
The first to declare his intentions a year ago was Frenchman Jerome Champagne, who was FIFA’s former deputy secretary general before leaving the organisation in 2010.

Prince Ali Bin Al-Hussein of Jordan is currently on FIFA’s executive committee as Asian vice-president and, at 39, would become the second youngest president in FIFA’s 111-year history.

Michael van Praag, the 67-year-old president of the Dutch FA (KNVB), threw his hat into the ring saying it was time for Blatter to go.

Former Portugal winger Luis Figo is also in the running along with former France international David Ginola, although his candidature is nothing more than a publicity stunt for a bookmaking firm.

The key question, however, is whether any of the “serious” candidates stand a chance of unseating Blatter.

It would take the football world to shift on its axis for that to happen in this election, but with so many candidates tilting the balance away from Blatter that possibility remains.

As long as they can officially enter the race, Prince Ali, Van Praag, Champagne and Figo will have four months to go around the world trying to persuade the heads of FIFA’s 20 member associations that the time has come for change.

Since Blatter replaced Havelange in 1998 when he beat Sweden’s Lennart Johansson in a head-to-head contest, Blatter has only been directly challenged once — when he saw off a lacklustre campaign in 2002 from Issa Hayatou of Cameroon.

FIFA has endured a non-stop pounding following its decision in 2010 to award the 2018 World Cup to Russia and the 2022 tournament to Qatar.

Corruption allegations surrounding those votes led to Michael Garcia’s two-year-long inquiry into the voting process before he quit as FIFA’s chief investigator in December saying there was no credible leadership at the top.

However, the majority of the men and women who will vote at the election would seem to disagree with him. In 1998 Blatter beat Johansson by 111-80 votes and in 2002 he defeated Hayatou 139-56.

The margins could be similar this time as five of FIFA’s six confederations who met last year before the World Cup said they would be supporting Blatter’s campaign.

He has the backing of the majority of Africa’s 53 nations, at least half of Asia’s 47 members, Oceania’s 11, South America’s 10, at least half the 35 votes from North and Central America and the Caribbean and the majority of eastern Europe.

Although that should be enough for him to win comfortably again, he cannot ignore the threat to his authority this time round.

Kah Walla Promises Medical Assistance To Victims of Insurgency

One-time presidential aspirant and leader of the Cameroon People's Party has shown off her humanitarian side. She will spearhead a cereal collection fund, and medical aid to victims of terrorist attacks.

Kah Walla launched a cereal collection drive and promised medical assistance to affected population during her address to the nation on Friday January 23, 2015.
Like any other Cameroonian, the Cameroon People’s Party, CPP, is preoccupied with the security situation in Far North. During her over 30-minute address to the nation on January 23, 2015 at party headquarters, Party President, Kah Walla made known her party’s stand as far as the Boko Haram insurgency is concerned. “We will not falter in our determination to act in support of our compatriots and our soldiers.
As a people, we Cameroonians must do our part to ensure we win this war as swiftly and definitely as possible,” she poised. She regretted that the hostage taking as well as human and material loss is enormous. She said serious actions have to be taken to save the country from the dreaded sect. The winning strategy to her must include military, diplomatic, humanitarian and economic development components.

As a humanitarian strategy, she made mention of the Ministry of Agriculture’s announcement of grain shortage in the affected area saying victims of violent attacks can once again become victim of starvation if care is not taken. It was on that note that Kah Walla launched a cereal collection drive to help meet the grain deficit of 132,000 tonnes in Logone and Chari, Mayo-Tsanaga and Mayo-Sava Divisions.

She also made their intention to organise a medical mission in order to provide basic medical care and counselling to the affected population known. Since the crisis requires a global response, CPP will be carrying out an international communication campaign aimed at mounting pressure on concerned countries to put in all efforts in order to win the war. While fighting for the course, Kah Walla said they will continue to stand for justice and liberty.

Lions Exit: Owona Announces That Immediate Measures Will Be Taken

The President of he FECAFOOT Normalisation Committee, Joseph Owona has announced that immediate measures will be taken with regards to the Technical Staff of the Indomitable Lions. This following the short-lived participation of the Lions at the ongoing Africa Cup of Nations 2015.
What this means exactly? I can only say wait and see.
Meanwhile the Lions will leave their den, the Sofitel Hotel in Malabo this afternoon, and board a flight back to Cameroon at 4pm.
As for the other two group D teams, Mali and Guinea, they will know their fate this afternoon when lots will be cast to determine which of them will proceed to the next stage of the competition.
Cote d'Ivoire emerged 1st position in Group D, with 5 points, while Cameroon came in last.

Michelle Obama's Image Blurred By Saudi Tv During Condolence Visit

The new king shook hands with President Obama at the Erga Palace but apparently didn’t acknowledge the first lady at all.

Michelle Obama was apparently blurred by Saudi TV on a video clip of her visit to meet the new king.
The clip shows President Barack Obama meeting the new Saudi King Salman in Riyadh and shaking his hand as he pays his condolences to the passing of his brother, the late King Abdullah.
However, America's First Lady cannot be seen standing by her husband's side as she appears to have been blurred out by the Saudi state television station.
The 79-year-old new ruler also didn’t shake hands with Michelle during a very brief meeting at the Erga Palace as they attended his brother's funeral, the video suggests.
Other news organizations, such as Al Jazeera, showed the meeting without obscuring Michelle Obama’s face.
The person who downloaded the video clip online on LiveLeak said: "I captured the screenshot of one video before it was taken down. The Arab news service Mashahead posted on YouTube a video taken from the Saudi government television broadcast.
"Some Arab media outlets criticized Michelle Obama for wearing a blue dress, rather than a black one, which some say would have been more appropriate for a funeral."
King Abdullah of Saudi Arabia died in hospital on Thursday last week at the age of 90, after battling pneumonia.
The monarch, thought to be worth $18bn (£12bn) has ruled oil-rich Saudi Arabia since 2005, but has been absent from public events in recent months due to his ill health.
